MCI: Training not testing will improve rider safety

Following the publication of new measures on rider testing by the government, the Motor Cycle Industry Association (MCI) has called for training to be made a priority as opposed to arbitrary tests.
Among the plans outlined by ministers is the requirement for novice riders to take tests at each stage of the Progressive Access route to a licence for large bikes.
But the MCI has expressed concern that the measures will not aid motorcycle safety in real terms and fall short of plans needed to make an improvement.
To improve safety and potentially help riders avoid bike insurance claims, the MCI suggests the Driving Standards Agency (DSA) moves towards adopting progressive training as the correct way over the longer term.
This should include processes that are delivered to a common standard and are quality controlled.
Steve Kenward, MCI's chief executive, commented that the DSA has been inflexible on the issue of training versus testing.
"Although we recognise that the government intends to go down the testing route for now, industry still believes that a training based route to a full licence should be considered the longer term goal," he added.
Among the plans outlined by the DSA is to introduce a minimum age to start learning on bigger models of 24, up from the current 21 years, and the introduction of three classes of motorcycle for testing as opposed to the current two.
