The government has announced plans to review the number of automatic number plate recognition (ANPR) cameras tracking motorbike insurance policyholders on the roads.
Home Office minister James Brokenshire told the Guardian that CCTV and ANPR are essential tools in fighting crime, but the rising number of cameras in use "has been outside of a suitable governance regime".
"To ensure these important technologies continue to command the support and confidence of the public and are used effectively, we believe that further regulation is required," he commented.
Home secretary Theresa May has ordered a review into how around 4,000 cameras are used, following concerns raised by privacy campaigners.
At present, some 7.6 billion images are stored on the ANPR network, which include details of motorcycle insurance policyholders' number plates and the time, date and place of capture.
Ms May said she wants proper accountability and safeguards in the use of the database, which can store records for up to two years under current legislation.
ANPR was installed in 2006 to track drivers who did not hold proper motorbike insurance and those using stolen cars.
The cameras can read a number plate every second and checks the number against information held in databases to identify vehicles that may be of interest to police.
