MRA celebrates collapse of off-road bill
The Motorcycle Retail Association (MRA) has welcomed the news that proposals to make it mandatory for all off-road vehicles to be registered have now been rejected.
Put forward by MP Graham Stringer in a bid to deter antisocial mini-moto use, the bill failed in the face of strong opposition from the government, the Driver and Vehicle Licensing Agency (DVLA) and numerous organisations.
Indeed, the MRA was one of the groups that campaigned vigorously against it and association head Mike Owen has branded its rebuttal as "a victory for common sense", claiming that there are other far more effective measures that could be taken.

He explained: "There is already adequate provision for registration, as the DVLA operates a register for off-road bikes, using the chassis number as a marker.
"What we need to do is to expand the DVLA's programme, so that all off-road bikes are issued with a registration certificate. This would reduce problems for people who are buying and selling vehicles."
Mr Owen also welcomed transport minister Jim Fitzpatrick's proposal for the creation of an interdepartmental task force to deal with the issue, adding that what is needed is more stringent enforcement of existing legislation.
The government seems to be of the same mind, having recently rejected the Parliamentary Transport Select Committee's call for compulsory registration of off-road vehicles as it deems existing laws for combating antisocial mini-moto use to be sufficient.
